Dallas Police Officers Reprimanded for Mocking Disabled Veteran Denied Restroom Access

Four Dallas police officers have been issued written reprimands following an incident where they were captured on camera laughing at a disabled veteran who claimed he was forced to urinate himself after being denied access to a Deep Ellum pizzeria restroom last year. According to a department official speaking to oversight board members on Tuesday, the officers will undergo a yet-to-be-specified training program as a consequence.

DPD Internal Affairs Division Major Irene Alanis revealed during the oversight board meeting that while the training would likely have a sensitivity component, specific details regarding the program were not provided.

The incident in question occurred when Dynell Lane, a disabled veteran, was allegedly denied restroom access by two off-duty police officers working security, despite presenting documentation of his disability. Initially cleared of any wrongdoing, the officers came under scrutiny again after body camera footage surfaced during an August Community Police Oversight Board meeting, showing them joking about the situation inside the restaurant.

Lane, who served in Afghanistan, Kuwait, and Iraq and was injured during his service, highlighted the profound impact of his injuries on his life. He referenced Ally’s Laws, legislation in Texas and other states granting restroom access to individuals with certain disabilities if no public restroom is available.

Recently, an internal affairs investigation into the officers was briefly delayed due to an employee’s family medical leave, although the exact duration of the delay remains undisclosed. Meanwhile, questions have arisen about the Community Police Oversight Board’s authority to investigate misconduct claims following a confidential legal opinion suggesting limitations on the board’s mandate. Board members assert that they’ve historically been able to investigate a broader range of complaints than indicated in the opinion.
